Claim an unclaimed workspace and become its admin

Only an OpenStreetMap account named in CSO_BOOTSTRAP_ADMIN_OSM_UIDS can claim, and only once: the update that records the owner succeeds for the first caller and is refused for everyone after. The session becomes admin.
